Loosen the nut around the outiside and using a small screwdriver run that screw in a turn or so and then try to start it. If it still wont idle then do it again and keep going until the idle comes up. From there you can use the idle thumb screw adjustment to bring it up or down. If you have a bored TB then that could be causing some of the issues.

I have a 2007 Ranger 700 XP that has started hesitating and stalling out in the lower RPM range. It will do it more in High than Low Range. If I "pump" the gas pedal when it does this it will clear up and then reach top speed around 44 mph before the limiter kicks in. It will hestitate and bog down trying to take off from a standstill.
